Arbiters are players who prefer not to directly take action in the course of a game, instead opting to work from the shadows, manipulating the realm through higher powers than those accessible to lowly mortals. Arbiters are often gods, but can take other forms such as dark powers, patrons, or even kings.
Arbiters gain more power based on how many followers they have, and have a vested interest in retaining and gaining a following.
