The nation of Noma (formerly known as No Man's Kingdom), operates as a federation of 12 provinces within a democratic framework. These provinces are interconnected by an extensive and continuously expanding railroad network. However, while the middle and lower classes rely on the railroad as their primary mode of transportation, the elite of Noma often travel between provincial capitals via airship.
Communication between Noma's federal government and its 12 provincial governments is maintained through a sophisticated and closely guarded telegraph system. For most citizens of the Fairelands, encountering a federal government official in person is a rarity they are unlikely to experience in their lifetimes.

Government
Noma’s central government is organized into five branches of power:
- The Prime Minister, elected by the Noman Assembly. Serves as head of government and chief executive authority of Noma.
- The Noman Assembly, composed of Premiers and overseen by the Prime Minister. Functions as the nation’s central legislative body and elects the Prime Minister.
- The Judiciary, led by the Grand Magistrate. Oversees national law, it's enforcement and constitutional interpretation.
- The Ascendancy, directed by the Divine Herald. Guides the spiritual and ceremonial life of the nation and maintains religious authority across the provinces.
- The Noman High Command, led by the High Command’s Chief of Staff. Oversees national defense and coordinates the mobilization of provincial military forces as needed to support and reinforce the national military which includes the Army, Navy, and Air Service.

Every eight years, the President, the outgoing Prime Minister, the Grand Magistrate, the Divine Herald, and the Chief of Staff of the Noman High Command convene in private to appoint the next head of the Noman Assembly, granting that individual extraordinary legal authority within the state. Supporting the Premier is the Chamber, whose members, known as Chamberlains, assist in maintaining provincial administration and represent district-level interests.
