The nation of Noma (formerly known as No Man's Kingdom), is a nation state, located on the continent of Osugbo. It boarders the nation of East Hills.

The nation of Noma (formerly known as No Man's Kingdom), operates as a federation of 12 provinces within a democratic framework. These provinces are interconnected by an extensive and continuously expanding railroad network. However, while the middle and lower classes rely on the railroad as their primary mode of transportation, the elite of Noma often travel between provincial capitals via airship.

Communication between Noma's federal government and its 12 provincial governments is maintained through a sophisticated and closely guarded telegraph system. For most citizens of the Fairelands, encountering a federal government official in person is a rarity they are unlikely to experience in their lifetimes.

Government

Noma’s central government is organized into five branches of power:

• The Prime Minister, elected by the Noman Assembly. Serves as head of government and chief executive authority of Noma.
• The Noman Assembly, composed of Premiers and overseen by the Prime Minister. Functions as the nation’s central legislative body and elects the Prime Minister.
• The Judiciary, led by the Grand Magistrate. Oversees national law, it's enforcement and constitutional interpretation.
• The Ascendancy, directed by the Divine Herald. Guides the spiritual and ceremonial life of the nation and maintains religious authority across the provinces.
• The Noman High Command, led by the High Command’s Chief of Staff. Oversees national defense and coordinates the mobilization of provincial military forces as needed to support and reinforce the national military which includes the Army, Navy, and Air Service.

Noma’s central government is organized into five branches of power designed to balance executive authority, legislative function, spiritual influence, military command, and constitutional oversight. Among these branches, the Noman Assembly occupies a uniquely significant position as the nation’s central legislative body. The Assembly consists solely of the Prime Minister and the twelve Premiers, each elected directly by the citizens of their respective provinces for five-year terms and limited to two terms in office. Through this structure, the Assembly wields expansive legislative authority and exercises considerable executive influence. It is also responsible for electing the Prime Minister in a closed special session overseen by the Grand Magistrate.

The Prime Minister serves as the central executive authority of Noma and may hold office for a maximum of eight years. Eligibility for the office requires prior service as a Premier for two full terms. Every eight years, the President, the outgoing Prime Minister, the Grand Magistrate, the Divine Herald, and the Chief of Staff of the Noman High Command convene in private to appoint the next head of the Noman Assembly, granting that individual extraordinary legal authority within the state. This mechanism reinforces continuity and consolidates leadership at the highest level of government.

The Prime Minister

The Prime Minister is the head of government and the highest executive authority in Noma. Elected by the Noman Assembly, the Prime Minister directs national policy, oversees the execution of legislation, and ensures coordination among the branches of government. The office carries responsibility for foreign affairs, national stability, and the implementation of laws passed through the Assembly. As the central executive figure, the Prime Minister represents the unity of the provinces within the federal structure.

Eligibility for the office requires prior service as a Premier for two full terms, reinforcing the expectation that national leadership emerges from provincial governance. The Prime Minister may serve no more than eight years in total. While empowered to guide national direction, the office remains structurally dependent on the Assembly, reflecting Noma’s hybrid system in which executive authority is closely tied to legislative leadership.

The Noman Assembly

The Noman Assembly serves as the central legislative authority of Noma. It is composed exclusively of the Prime Minister and the twelve Premiers, who govern their respective provinces. Because its members are active provincial executives, the Assembly blends legislative and executive influence, ensuring that national law is shaped directly by those responsible for provincial administration. This structure creates a tight integration between regional governance and national policymaking.

The Assembly drafts and enacts legislation, establishes fiscal policy, and defines the statutory framework binding all provinces. It also elects the Prime Minister in a formal session overseen by the Grand Magistrate. Through its composition and authority, the Assembly holds both significant legislative power and a stabilizing role within the broader constitutional system.

The Judiciary

The Judiciary is led by the Grand Magistrate and serves as the highest legal authority within Noma. It oversees national law, its enforcement, and constitutional interpretation. Through the national court system, the Judiciary reviews legislation passed by the Assembly, resolves disputes between provinces and the central government, and ensures compliance with constitutional standards. In addition to interpreting law, the Judiciary maintains oversight of enforcement bodies, including provincial Periphery forces. While it does not direct day-to-day operations, it reviews the legality of arrests, investigations, and executive actions. The Ascendancy

The Ascendancy, directed by the Divine Herald, guides the spiritual and ceremonial life of the nation. It maintains recognized religious authority across the provinces and oversees rites, observances, and traditions centered on the worship of the Father, the Mother, and the Child. Though it does not exercise legislative or military control, it occupies a formal place within Noma’s constitutional structure and plays a visible role in matters of state ceremony and national identity.

The Ascendancy’s influence extends across provincial and national institutions through its spiritual leadership and cultural continuity. While distinct from civic administration, it operates within the broader governmental framework and participates in key state functions. Its presence within the five-branch system reflects Noma’s recognition of spiritual authority as a foundational element of the nation’s order.

The Noman High Command

The Noman High Command is led by the Chief of Staff and is responsible for national defense. It commands the Army, Navy, and Air Service and coordinates strategic military planning across Noma. The High Command directs national security operations and ensures the readiness of the armed forces in times of peace and conflict alike.

In addition to commanding the national military, the High Command oversees the mobilization of provincial military forces when required to support national objectives. During times of crisis, it integrates provincial units into coordinated operations, reinforcing unity of command while preserving the federal structure of the provinces. Through this system, the High Command maintains centralized defense authority while coordinating with provincial leadership as needed.

The Triumvirate

The provincial governments of Noma operate under a structure known as the Triumvirate, composed of the Primacy, the Ascendancy, and the Periphery. Each province is led by an elected Premier who presides over this three-branch system and holds full executive authority within the province. The Triumvirate is designed to balance civil administration, spiritual authority, and enforcement power, preventing any single institution from operating without structural accountability.

Supporting the Premier is the Chamber, whose members, known as Chamberlains, assist in maintaining provincial administration and represent district-level interests. While the Ascendancy oversees spiritual and ceremonial matters and the Periphery enforces law and maintains security, both operate within the legal and procedural framework maintained by the Primacy. The Premier also serves as commander-in-chief of provincial military forces, second only to the Prime Minister in the national chain of command. Through this layered system, provincial governance remains integrated with national authority while preserving regional autonomy.

The Primacy

The Primacy is the administrative branch of provincial government in Noma and one of the three pillars of the Triumvirate system, alongside the Ascendancy and the Periphery. Present in each of the twelve provinces, it serves as the civic framework through which an elected Premier governs. While the Premier holds executive authority, the Primacy provides the institutional structure necessary to implement policy, maintain regulatory order, and oversee public administration. It is the mechanism through which provincial governance becomes operational.

In practice, the Primacy oversees taxation, infrastructure, civil regulation, and the coordination of provincial services. It manages the civil service and ensures that provincial statutes remain consistent with national law passed through the Noman Assembly. Provincial courts are administratively organized under the Primacy for purposes of funding and institutional coordination, though judicial officers remain independent in their rulings. Through the Premier’s seat on the Noman Assembly, the Primacy’s influence extends beyond the province, linking local governance to the broader constitutional order of Noma.

The Periphery

The Periphery is the provincial enforcement branch within Noma’s Triumvirate system. Operating under the authority of the elected Premier, it is responsible for maintaining public order, enforcing provincial and national law, and safeguarding internal security. Led by a Commissioner elected by the people of the province, the Periphery functions as both a civil police force and a structured security institution, conducting investigations, executing warrants, and managing detention facilities.

Although the Periphery operates under executive authority, its actions remain subject to judicial oversight. Provincial courts may review arrests, investigations, and uses of force to ensure compliance with statutory and constitutional standards. The Periphery does not function as a national military force; matters of external defense fall under the Noman High Command. However, provincial forces may be mobilized in coordination with national command when required. Within the Triumvirate, the Periphery enforces law within the legal framework established by the Primacy and subject to constitutional interpretation by the Judiciary.
