Instead, the highest and most elite of Quelmar can only enter Sigil through permission of the ruling powers in Sigil, who forbid even Quelmar's most powerful gods, Dark powers and old ones. Many dream of permeating the barrier and entering the greater multiverse through Sigil, but unfortunately for all of them, the Lady of Pain denies entry. But permission alone is still not enough, and the process of ripping open the fabric of reality and forming a Sigil-Ripple (often through the trinity of trinities) can one pass from Quelmar directly to Sigil, a ripple that is only possible by forming paradoxes not only in time, but in space and matter.
