Edict's Edge is a rapier from the Plane of Mechanus designed to be used by Modron investigators. It was stolen by the devil Belphagor and later gifted to the elven rogue Sylphine Nightfall.
Description
This rapier gleams with mirrored steel engraved in fractal, geometric patterns. Its hilt ticks faintly with the rhythm of an unseen clock, and golden filaments run along its edge, pulsing in steady intervals. Its hilt has two silver wings jutting out from it. Crafted in Mechanus, the rapier was intended to be used by modron authorities who were investigating primes across the cosmos. But that changed when the sword's previous wielder was slain by the devil Belphagor.
As a three stage magic item, when a new user initially attunes to the rapier, they can only access stage 1 abilities. But if they continue to use the rapier's abilities, they can unlock stages 2 and 3.

If a creature becomes unattuned to the item and later becomes reattuned, they could access all stage abilities they could before.
