Balabag was the bottleneck city of the Phoenix Clan which covers the main road through from the eastern half of Troverth to the west. The city suffered a massive failure in 10 PR after a plague eradicated most of the population.

The Palace of the Phoenix
The living quarters of the Lord Kiyoni and his wife, the Lady Hidori of the Phoenix. Lord Kiyoni took his own life in the outbreak of the plague.
Balabag Museum
A museum full of draconic relics, skeletons, and weapons from The Holy War. Demonic energies from the plague would take control and reanimate one of the specimens on display.

The Balabag Plague
During Realm War I, the Troverth Dynasty experimented with weaponizing Demons as a way to attack the very powerful and magical kingdom of Champerty. Some of these experiments were being conducted in secret within the walls of Balabag, creating demons known as Tanarukk out of the local Orc population.
However, the chaotic Tanarukk could not be controlled, and after a critical incident, a mass of them were unleashed in the surrounding wilds. While the city thought that they were rid of the demons, one of them remained in Balabag's primitive sewage system. It was from under the city that he poisoned the water pumps that the population relied on to retrieve water from the river that ran through the city.
Upon being exposed to the Tanarukk blood, the citizens began to become sick, transforming into ghastly bulbous and combustible undead. Some were even reported to have immediately "birthed" demons of their own, expanding the demon population even higher than Balabag's.
The Citizens were not informed who was infected or why, and it took the investigative powers of The Oathwielders to find out that the only non-infected population sector was the city's drunks. The drunks did not drink the well water that most citizens did, and instead feasted entirely on Sake and Pears. Only the drunks stayed safe indoors while the city fell apart around them.
Traversing a city of drunks and demons, the OathWielders eventually tracked down the source of the infection under the city, and killed the troublesome Tanarukk.
